Terry Lunn


Terry Lunn is the Hazard Mitigation Division Director for the Georgia Emergency Management Agency (GEMA). He is responsible for the coordination and implementation of comprehensive Hazard Mitigation programs in Georgia. Lunn has been instrumental in the total increase of Federal mitigation funding awarded to Georgia. Under Lunn’s leadership, the total number of Federal grants to state and local governments has grown from just a handful of projects in 1995 to over 650 projects today, representing approximately $250 million dollars.

The Hazard Mitigation Division and the many programs they are responsible for has flourished under Lunn’s leadership. Lunn is responsible for the direction of staff who have hazard mitigation planning and project related grant activities throughout the state. Examples of these hazard mitigation grants include property acquisition and/or elevation of of flood prone properties, warning and communication enhancements to improve severe weather warning and alerts, wind retrofits of critical facilities, and drainage improvement projects. In addition, every county has received federal funds for the development of multi-hazard, multi-jurisdictional local hazard mitigation plans.

Lunn began his emergency management career in 1979 with the US Army Corp of Engineers. He worked with the Florida Division of Emergency Management as an engineer for four years and then accepted an engineering position with FEMA in the National Shelter Survey Program. He has worked in support of mitigation programs since 1992 and has been with GEMA since 1995, and has served as the Hazard Mitigation Division Director since 1997. His Division delivers high levels of customer service and assistance to local governments in all phases of the grant process, from application development, training and local briefings, to on-site technical assistance.
