Finance Division
The Georgia Emergency Management Agency Finance Division provides accounting, budgeting, human resources, procurement and grants management services to GEMA staff, GEMA's state partners and GEMA's local partners. Hazard Mitigation Division
The Hazard Mitigation Division coordinates the update of the State’s Hazard Mitigation Plan and provides technical assistance to state agencies and local governments in developing their local mitigation plans and projects.
The Division administers the Hazard Mitigation Grant Program, Flood Mitigation Assistance, Repetitive Flood Claims, and Pre Disaster Mitigation programs. Through these programs, federal funding is provided to state and local governments for cost effective mitigation projects.

Operations Division (OPS)
Operations Division
GEMA's Operations Division is responsible for the day-to-day activities of the state’s emergency management programs and coordinates the agency’s response to disasters, emergencies and special events from an All- Hazards perspective. The seven sections of the Operations Division include: Field Programs, School Safety Unit, Radiological Emergency Preparedness Program, Statewide Training, Information Technology, Statewide Planning and the State Operations Center/ Communications. The Operations Division also houses the Statewide Exercise program.

Public Affairs Division
The need to communicate clearly is a constant priority of the Georgia Emergency Management Agency. Actual and potential disaster situations compel our public affairs officers to provide accurate and timely information to the citizens of Georgia.
During actual and/or potential disaster situations GEMA's public affairs officers provide accurate and timely information to the public. Public Affairs has several important functions within the division: constituent services, public affairs, legislative and multi-media support.

Public Assistance Division
GEMA's Public Assistance (PA) Division is responsible for administering the millions of federal dollars that communities are eligible for in the wake of disasters. The division works closely with local governments to ensure that reconstruction and rebuilding programs are completed in such a way as to reduce the risk of further losses. PA also manages the reimbursement process for the following grant programs: State Homeland Security Grant Program (SHSP), Urban Area Security Initiative Grant Program (UASI), Law Enforcement Terrorism Prevention Program (LETPP), Buffer Zone Protection Program (BZPP), Citizen Corps (CCP) and Metropolitan Medical Response System (MMRS).

Terrorism Emergency Response and Preparedness (TERP)
As the division responsible for terrorism preparedness, TERP programs encompass critical infrastructure analysis, terrorism incident management and response, All Hazards Councils programs, fire services coordination, agroterrorism preparedness, exercise and training, intelligence gathering and analysis, and homeland security grant services.
